請問RS封包與forward的關係

在linux的原始碼中看到這一段註解：

If added prefix is link local and forwarding is off,
start sending router solicitations.

想請問一下，為何設成forward後就不用發RS封包？
兩者的功能是有什麼地方會衝突到嗎？
