[問題] 賣家寄出與商品不符的東西(續)

之前我有寫過文章
因為賣家寄了與商品不符的東西給我
之後我就開dispute   接著他也很帥氣地結束溝通直接提claim

經過一個多月的調查結果出來了
paypal把我付的金額判給我  但先退給賣家
好像是要我把商品寄回並提供tracking number後才會收到退款

不過我比較不懂的是這一段：

Please note that you will be required to provide a valid tracking number
that can be tracked online through the shipping company's website, showing
the merchandise was delivered to the seller's confirmed address. For
transactions equal to $250.00 USD (or the equivalent in the currency of the
transaction) or more in value, you will also need to provide an online
proof-of-receipt in the form of a signature from the recipient.

請問各位那個"250美金"是什麼意思阿？
我下標的東西是150美金+運費60美金
就等於是我還是得自己承擔寄回給賣家的運費嗎？
還是說會多判賠40塊的運費給我？！

我不是很懂  所以請各位為我指點迷津  感謝  ^^"
