除為公共目的、符合正當程序與非歧視原則、即時充分且有效的補償，
沒有一方可以直接、間接徵收投資或使其國有化。
這邊的Party我想應該翻成一方
至於開頭大寫可能因為兩邊都是國家吧(?)
看完諸位大師的指點我大概知道怎麼翻了，
除了那些過度追求目標以致於不能被視為已採用及適用誠信原則、非歧視原則的措施外，
一方設計、適用以保護合法公共福利的措施並不構成間接徵收。
