[文法] 想請教這兩具的 in和 on的差別 及 to the full用法

在第一句裡既然不是使用start in這片語,而這介係詞in則是in October,1999
那第二句on March 8,1999為啥是用on 而不是in ?????

3.Internet user can harness the full potenti
of the internet without sacrificing personal privacy
這句中文解釋為:網路用戶可以充分駕駛網路的潛力不用犧牲自己的隱私

我想問的是harness the full為什麼不能改成harness to the full ????
PS:因為在字典裡找的到to the full這片語也解釋為充分地

推 MilchFlasche:用in是接月份，用on是接具體日期（有月有日）
→ MilchFlasche:看清楚the full後面還有potential，所以the full
→ MilchFlasche:potential整個是名詞片語，是harness的受詞，
→ MilchFlasche:full用來修飾potential，再加the，所以不可能會變成
→ MilchFlasche:你說的那樣。
推 stranck:那 harness the potential of the internet to the full
→ stranck:可以嗎
推 Chiwaku:好像比較怪　to the full 常常跟 enjoy 這種可以區分程度
→ Chiwaku:的動詞連用　比如說I enjoy the party to the full.
