[請益] Tense的問題

現在在國外讀語言所 準備考試中
有題考古題想了很久找了很久資料都不知道怎麼回答比較好
希望大家可以提供一點想法

Present tense forms often resist present modifiers, such as '#I answer this
question now'. Present perfect forms resist past modifiers even more strongly,
as in '*Yesterday, I have answered the question'. Provide an explanation for
these patterns as instances of a common phenomenon, or as independent
phenomena in English.

Present perfect我覺得還好解釋一點
但是simple present的地方就比較難

不知道有沒有人可以提供我一點思考的方向或是相關文獻呢
