    Hermes Payload with 36 ported sc
    APPLDR: lv2 memory hashing disabled from appldr (no need to have it at
            lv1 parcheeis) dev_flash whitelist disabled (load any keyset from
            dev_flash) and ECDSA Off
    ISOLDR: ECDSA Off
    SPP_VERIFIER: ECDSA Off
    spu_utoken_processor: ECDSA off (qa flag)
