All,

I don't know about anyone else but I don't really feel like sitting through
another conference like today's. I don't know of anyone or any group of
people who can keep track of 500 plus messages being sent in this format.

Therefore, I suggest we modify the format to keep things more organized.

1. First, we need one country as a MEDIATOR to keep everything on track and
keep countries in line.

2. Second, we need to follow the agenda. On each question:
- Each country would respond once in alphabetical order starting with
  Argentina.
- After each country has gone, a chance for rebuttal will be given to each
  country in the same order.
- After rebuttal the mediator will decide to keep it open if time allows
  or move on to the next issue.
- Any message will be sent IN ALPHABETICAL ORDER and countries cannot jump
  out of turn.

3. Messages will be no longer than 15 lines. That is more than enough space
   to get your point across.

I may come up with some more guidelines but I think this will work. I'm
open to suggestions.
