Let foreign docs work without license: Sengoku
仙谷：外国人医者を免許なしで働け
KOBE (Kyodo) National policy minister Yoshito Sengoku said Sunday that he was
willing to let top-flight foreign doctors practice medicine here without a
Japanese medical license.
神戸（京都）仙谷由人国家戦略担当相は日曜日、一流の外国人医師に日本の医師免許を
持っていなくても国内で診療させることに取り組むと表明した。
"Foreign doctors are required to take the examination in Japan for medical
practitioners, but it is disrespectful for worldwide-level doctors," he told
reporters in Kobe. "I want to remove such a system."
「外国人医師は日本で医療試験を受けなければいけない、しかしあれは世界一流の医師
に失礼だ」仙谷は神戸記者団言った「この制度を取り除きたい」
The proposal would initially be limited to certain areas and designated
medical facilities, and Sengoku is apparently hoping to insert it into a
growth strategy paper to be compiled by the government in June.
原則的に最初は特定の領域に制限し、そして医療施設に限る。仙谷も六月に国家成長戦
略報告書にその方針を導入すると思っている。
Calling the government's Health Policy Bureau an "obstacle" in promoting
state-of-the-art medicine in Japan, Sengoku emphasized that there was an
urgent need for the health ministry to conduct organizational reform.
さらに政府の医政局が日本最先端の医療を促進することへの邪魔者のような存在だ、最
も需要なのは厚労省は組織の改革だと述べた。
"Because nobody (at the bureau) wants to take responsibility, they do
nothing," Sengoku said. "If the bureau is an obstacle, it needs to be
scrapped."
「誰も何もしていない、何故か言うと（当局に）責任を負いたい人は誰もいないから」
仙谷は話した。「当局は邪魔者なら、ぶっつぶさずには行けない。」（ちょっと俗語っ
ぽすぎるかな．．．
His criticism followed a meeting with local medical researchers, who said the
extreme concentration of administrative power in the ministry is harming
their efforts.
批評の後、地方医療に関する研究者は会談を行った。その会談によると、厚労省は行政
力を集中しすて表現上に支障をきたすことが示された。
In a separate meeting with local residents and volunteers, meanwhile, Sengoku
touched on providing financial aid to nonprofit organizations active in the
areas of education and enhancement of community ties.
一方では仙谷は地方の住民とボランティアの別会談で、教育と自治体のNPO法人にの財務
支援を提供することに言及した。
