[問題] 請問一句英文

請教高手一句話
因為我想了很久仍翻不順....
A signal is an action taken by a high-type manager
that would not be rational if that manager was low-type.
重點是我連high-type都查不到....
麻煩了,真是感激不盡!!!!!
