Practically speaking 1/3 is not necessary.
But I don't mind shaffling 20%.
It does not hurt kicking off 20% that don't appreciate learning in NTU and take
those who can appreciate to study here from other universities.
I would rather trust the performance you do in the universities
rather than the CEE scores.
After all, this country invest a lot to this university to train our "best"
kids.
