The China Post News Staff TAIPEI,Taiwan----Lawmakers yesterday passed the third reading of a law allow duty-free shops to be operated on outlying islands,in a measured designed to boost tourism. Duty-free shops will be allowed to set up in the Penghu,Kinmen and Matsu areas ,and taxes exempted,including business taxes,tariffs,cigarette and alcohol. Visitors are allowed to purchase a certain amount of tax-free items that they can leave with. The new law also sets qualifications for potential operators of duty-free shops,plus procedures are registrations for setting up stores. The finance ministry will wora out detailed regulations concering the amount of purchases allowed for each visitor,import procedures,and other relevant issues. Any shops found violating regulations will be issued warnings or fined NT$6,000~NT$30,000 each for the first free offenses.The fourth offense would result in a license suspension of three months to one year. The new law is expected to generate enormous tourism reveue for the outlying islands. The Penghu goverment estimates that with 400,000 people visiting the island county each year,the duty-free shops will generate at least NT$200 million in revenues. Penghu County Magistrate Wang Chien-fa said although the finance ministry had previously announced more than 300 items that could be sold duty-free in Penghu,many of the items,such as ballpoint pens,were unattractive to consumers While the duty-free shopping stipulated in the new law is expected to be more attractive to tourists,Wang said he hopes the finance ministry,when making regulations for the shops,will not require them to hand in portions of their revenues to the central goverment. Legislator Lin Ping-kun from Penghu,who has been canvassing support for duty- free shops on outlying islands,lauded the new law. The passage of the duty-free shop law came a day after the Legislature rejected a bill that would have allowed gambling in Taiwan. Some international groups had plans to build casino resorts in Penghu. The Penghu goverment plans to set up a duty-free shops at its airport,sraports ,and hotels,with other outlets in the largest town of Makung,according to the United Evening news.
