YES.
Dont know which court/jurisdiction issued the ticket to you.
Call the number in the the ticket.
The court clerks are usually very nice; make an appoint with them.
Bring whatever evidence you think will be helpful that day.
Normally, you would talk to a prosecutor first to negociate.
Seems like not only you but also the car registered owner have to be there.

: 因為我拿得是國際價照 罰單上駕照號碼他只寫了no Driving license
: 名字部分到是有寫我的名字 車子那一欄也有寫我朋友的車子資訊
Just to be safe, both of you might have to go to the court.
