How to access BBS in English version Windows?

I'm using an US version Windows and have no user right to change language.

Although I can use PCMan to log in PTT, I can't read any Chinese character.

The menu of PCMan is not readable either.

Is there any Telnet software supports both English Windows environment and
Big-5 Chinese characters?
