[請益] ob_start 問題

因為使用 session 如果使用者不是從第一頁登入
我要更新 session 所以寫了一段判斷


if (....) {
        function Load_dev(){
            exit(header('Location:
                 http://'.$_SERVER['HTTP_HOST'].$_SERVER['REQUEST_URI']));
        }
        include '../aaa/globals.php';
        include '../aaa/dev.php';
        ob_start("Load_dev");
        ob_end_flush();
    }



但是 第一次進入都換產生

這個問題、不知道有哪位大大知道是為什麼 並且應該如何解決嗎？
