最近我也有一個被退稿的經驗
在回來的 mail 有寫到
One of the referees has declined to provide written comments
but a copy of the other referee's comments is enclosed.
而在收到的 comments 部分是 accept
但是最後 editor 決定 reject....
所以應該是沒給意見的那位佔上風吧??
請問有人知道類似這樣拒絕提供意見的狀況
有些什麼可能嗎??
