A democratic deficit is considered to be occurring when ostensibly democratic
organizations or institutions (particularly governments) are seen to be
falling short of fulfilling the principles of the parliamentary democracy in
their practices or operation where representative and linked parliamentary
integrity becomes widely discussed.
就我個人的理解，這應該是指稱在民主國家的運作當中，雖然具備民主政治的形式
但是實質的運作上缺乏某部分民主憲政不可缺的原理原則。
