│ 我們這次的國際研討會，邀請到來自美國、加拿大、 │
│ 英國、德國、澳洲、日本、韓國、台灣、中國大陸、 │
│ 香港和澳門的學者，以帝國的地緣政治和民主之間的 │
│ 關係為核心主題，串起綜合政治理論、國際關係、比 │
│ 較政治、東亞區域研究、中國研究、法律、哲學、歷 │
│ 史、社會學和文化研究的跨學科研討會。 │

│ 過去數十年來，我們看著我們的世界，從冷戰時期進 │
│ 入一強獨大時期，又再次進入了帝國相互競爭時期。 │
│ 這些世界權力結構的轉型過程和強權間的競爭，對民 │
│ 主的狀態，有著意義重大和多面向的影響。其影響不 │
│ 僅及於強權內部的民主，也影響到被強權權力波及的 │
│ 較小民主國家和人民。 │

│ 一方面，這看來似乎是個令人熟悉的歷史模式。民主 │
│ 國家們過去從來不遲疑於在一個民主帝國的強權下進 │
│ 行結盟；而這個民主帝國又傾向於和其他擴張中的非 │
│ 民主國家發生地緣政治衝突。另一方面，全球金融體 │
│ 系、環境和風險的相互依賴不斷加深，以及跨國公民 │
│ 社會的新興，又給我們這個時代以及未來的時代，前 │
│ 所未有的環境和機運。 │
