“EU ministers have failed to agree plans on lifting the 15 year old Chinese ar
ms embargo, limiting the prospects of meeting their target to end the embargo b
efore July. At the weekend meeting in Luxembourg, several foreign ministers den
ounced China's human rights record, although they reaffirmed their intention to
lift the embargo once conditions had improved. …The EU has said that any deci
sion to end the embargo would be accompanied by a self-imposed code of conduct
on arms sales. …Moves to lift the ban would then be off the agenda until 2006.
