The State Department is offering nonemergency staff and family members of staff free flights home -- a procedure known technically as a "voluntary departure." The Centers for Disease Control and Prevention continues to recommend that Americans consider delaying travel to Taiwan because of the outbreak of SARS (severe acute respiratory syndrome), the viral disease which has killed at least 14 people and infected about 149 on the island. The American Institute in Taiwan performs most of the functions of an embassy but does not bear the title because of Chinese objections to any suggestion of Taiwanese sovereignty.
