It's a bit more cumbersome to make a deal in August, but it's not impossible.

For players to be traded this month, they must be placed on waivers.
Then, one of three things can happen:

‧ A team can put in a waiver claim and a deal subsequently can be worked out.

‧ A team can put in a waiver claim, after which the original team can
   withdraw the player from waivers.

‧ A player can clear waivers, after which a team is free to deal him to any
   team that's interested.
