我想他是指:如果沒有美國或是加拿大的大學以上學歷,是很少被這個PROGRAM所接受的.
我看不出哪裡有要你提出什麼認證的.....
附帶一提,我不確定這裡的academic work的確切意義...
一般說來,academic work 可以泛指學業學位,學術工作經歷,
或是相關成就(e.g. publishing papesr or patents)
所以上面提到必須要伴隨著一年以上,北美的大學training
簡而言之...是要申請者先有過過洋墨水的經歷吧...
