這是我國行政院新聞局網站的英文版中找到的文件，
標題是「台灣善意：促進人權與和平」
（Taiwan's Goodwill: Furthering Human Rights and Peace）：

在「反恐」一欄，以
"Anti-terrorist Actions Taken by the Republic of China in Accordance
with UN Security Council Resolution 1373 (2001)"
（中華民國依據聯合國安理會1373號決議（2001）所採取的反恐行動）
為標題，列出中華民國的反恐作為。其中內文提到：
II. Actions taken to implement Item 1 of Resolution 1373 adopted by the
United Nations Security Council
1.Strengthening security and defense measures
1.Strengthening the collection of advance-warning information about the
arrival in Taiwan of members of international organizations engaged in
terrorism, violence, anti-war activities, and the manufacture and
trafficking of illegal biological and chemical materials and arms;
（貳：根據聯合國安理會1373號決議案第一條所採取的行動
1.加強安全與預防措施：
1.加強蒐集關於從事恐怖主義，暴力，反戰活動，與製造及走私生物與化學材料
及武器的跨國組織成員抵台的預警情報）
以及
2.Search for suspicious elements
Strengthening inspections for foreign and Middle Eastern nationals,
illegal mainland Chinese entrants, Moslems, anti-war activists, and
personnel from suspicious biochemical plants and precision machinery
manufacturing plants, who have overstayed their visas in Taiwan;
（2.搜索可疑份子
加強檢查外籍以及中東國民，非法中國偷渡客，穆斯林，反戰份子
，以及來自可疑化學工廠和精密機械製造工廠的，護照逾期之人士。）

這兩段都有把反戰人士列入監控對象。我們的政府到底再想什麼？
難道反戰人士就是恐怖份子，需要以監控對待？
而第二段文字更是過份。除了反戰人士以外，直接點名穆斯林，
中東籍人士作為「可疑份子」的候選人。
從這些條目，我看不到善意在哪裡，人權與和平又在哪裡。
文件標題「台灣善意：促進人權與和平」根本是諷刺。
再說，這兩段大剌剌的寫道，這是根據「聯合國1373號決議文第一條」
所制訂的對策。
事實上，聯合國1373號決議文第一條根本沒有提到該以這種方式對待
反戰人士以及穆斯林——除非，你把這些人都當成自動支持恐怖主義的
人士和組織看待。
而顯然，我們政府是以這種身份看待反戰人士以及穆斯林，和中東國民：
恐怖份子。
人權在哪裡？
