沒超過豪華稅上限的球隊，中產的額度是五百萬；超過的球隊，中產則減至三百萬。

: ‧Teams with cap room get a new exception (the Room Exception) worth 2 years,
:   $2.5 mill that they can use.

還有薪資空間的球隊，多了一個「空間條款」，可以用兩百五十萬簽一張兩年的
合約。（註：應該是指薪資極接近上限，但尚未超過的球隊)

: ‧Bi-Annual Exception only available to non-taxpayers

「雙年條款」只限於沒付豪華稅的球隊可使用。

: ‧Salary floor has been raised to 85% of cap in first two years of CBA and
:   90% from then on.

薪資下限提高。

新 CBA 的前兩個球季，薪資下限是上限的百分之八十五；之後，則是百分之九十。

: ‧Luxury Tax penalty will remain at $1 for $1 for first two years before more
:   excessive penalties begin.

豪華稅施行方式確認：兩年緩衝期。

前兩個球季，仍維持 1:1 的豪華稅；累進豪華稅則於第三年之後施行。

: ‧Only 50% of tax money is split between non-tax payers now, with the other
:   50% being split by the whole league, regardless of tax status. Previously
:   this was 100% to non-taxpayers.

以往，豪華稅是百分之百由「未付豪華稅的球隊」均分。

之後，「未付豪華稅的球隊」只能均分總稅額的一半；另一半，則由所有球隊均分。

: ‧Max contract 5 years for Bird players, 4 for everyone else. Max 4 total
:   years for extensions, but extend and trades can only be for 3 years.

以鳥權簽下的球員，合約長度最多五年；自由球員的合約則最長四年。

簽下延長合約的長度是四年（文意應該是「含原本的合約最長可簽四年」，也就是
說，如果在剩一年合約的情況下簽延長，真正延長的長度是三年）。

但「先延長合約，之後馬上交易」的球員，合約總長度只限三年。

: ‧Teams can designate one player out of their rookie contract for a max
:   extension of 5 years, but can only have one of these players on its roster at
:   a time.

針對新人合約的部份：球團可以指定一個仍在新人約的球員，之後跟他簽的延長
合約，長度可以到五年。

然而，一支球隊只能有一個這樣的球員。（意思應該是說，即使你兩年擺爛，都
選到超級新秀，你也只能指定一個）

: ‧Annual pay increases of 7.5% for Bird players, 4.5% everyone else.

以鳥權簽下的球員，薪資漲幅最大是 7.5%；其他狀況的最大漲幅則只有 4.5%。

: ‧Rookies now can get rewarded for good to great performance. A player can be
:   offered a max extension out of their rookie contract worth up to 30% of the
:   salary cap if they’ve been named MVP OR made All-NBA team twice (any level)
:   OR made All-Star starting lineup twice. Derrick Rose is the only one this
:   rule currently applies to.

超級新秀賺到了～

如果在新秀合約中，曾經得過 MVP、或兩度獲選年度第一第二隊、或兩度在明星賽
先發，在這三種情況下，他的「頂級合約」的額度放寬，可以高達薪資上限的百分
之三十（前 CBA的頂約應該是百分之二十五）。

但目前合乎這個條件的，只有 Derrick Rose 一人。（Derrick Rose條款？）

: ‧New “stretch” clause which allows players to be waived and have their
:   salary paid over twice the number of remaining contract years, plus 1, for a
:   reduced cap hit annually.

新增「丟人條款」。

被揮棄的球員，在總薪資的計算上，可以攤為「剩餘合約年限長度乘以二，再加一」。

（譬如一個剩兩年合約，總價值一千萬的球員被揮棄，他會在球隊的薪資空間中占
[2x2]+1=5年；一千萬除以五是兩百，之後就以兩百萬的額度，佔住薪資空間五年。）

: ‧Team and Player Options remain.

球員選擇權與球隊選擇權都保留。

: ‧Max contract length for sign-and-trades is 4 years. Starting in year 3,
:   teams will be prohibited from acquiring a player via a sign-and-trade if it
:   makes their team salary go $4 mill above the tax.

先簽後換的球員，合約長度最多四年。

兩年緩衝期，從新 CBA開始的第三年，如果先簽後換之後，會讓球隊的薪資總額超過
上限四百萬，則不能先簽後換。

: ‧QO is vastly changed. First off, there is the starter criteria (avg of 41
:   games as starter or 2000 minutes played per season). For any 1st round pick
:   who fulfills the starter criteria, they get same QO as the 9th pick in the
:   draft. For any 2nd round pick or undrafted player that fulfills starter
:   criteria, they get same QO as 21st pick. Conversely, any lottery pick who
:   fails to fulfill starter criteria will see their QO drop to the 15th pick.
:   So, for example, Greg Oden would have a QO of $3.87 million instead of his
:   $8.8 million. Don’t know if that starts this or next year.

Qualifying Offer 的規定大幅改變，分為以下兩類：

(1) 滿足「平均先發四十一場、『或者』平均每季打滿兩千分鐘」（滿足其中一個
    條件就可以）的球員：

    (a) 一輪簽球員：Qualifying Offer的額度是第九簽的薪資。
　　(b) 二輪或落選球員：Qualifying Offer的額度是第二十一簽的薪資。

(2) 未滿足 (1) 的球員：

    (a) 一輪簽球員：Qualifying Offer的額度是第十五簽的薪資。
    (b) 二輪簽球員：原文未提及

此規定的生效時刻未知。

: ‧Amnesty Clause: Each team has one Amnesty clause that can be used prior to
:   any season of the CBA. Once you use it, you lose it. Amnesty completely wipes
:   player off cap and tax, but will still have to be paid. For example, the
:   Kings could opt not to use the amnesty this year, find out John Salmons isn’
:   t working, then amnesty rest of his contract after next season and before
:   2012-13 season. Or the Kings can amnesty a bad contract they acquire in a
:   trade for an asset or something.

在本 CBA的有效期限內（應該是十年吧？），每個球隊可以行使一次特赦條款：

使用期限：每賽季開賽之前
使用次數：不一定要馬上用，可以留著幾年後用，但只能用一次。
使用效果：可以當這個球員人間蒸發，薪資不占空間、也不用付豪華稅；當然，
          實際上還是得付薪水給他。

: ‧1% of BRI is going towards post-career player benefits.

BRI的百分之一，會拿來做退休球員的福利（退休金？）

: ‧NBA committing to revenue sharing but won’t put specifics into CBA.

NBA 會致力於「分享利益」，但不會把具體條款寫進 CBA 裡。

: ‧Length of CBA will be 10 years, with opt-out after 6 years by either side.

CBA 總長度為十年；但在第六年，球團或球員都有權停止這份 CBA。

原文有提及一個特赦跳款的用法：

薪資空間超多的球隊，可以用薪資空間硬吃一個大合約，但要「豐盛
的配菜」（新人大物球員、選秀權）；之後用自家球隊的特赦條款把
大合約丟掉。

很好奇金塊會怎麼做...
