美國耐震性能導向設計之發展 Development of Performance-Based Seismic Design Guidelines in the United States Speaker: Chia-Ming Uang Professor, Department of Structural Engineering, University of California, San Diego, La Jolla, CA 92093-0085, USA ASBTRACT Model building codes are written to cover a wide range of building types. These codes usually intend to achieve the Basic Safety objective for new construction through a thoughtful balance of strength and ductility defined as prescriptive requirements. Since a direct application of these codes to existing buildings quite often will result in costly strengthening, performance-based design procedures which rely on advanced evaluation techniques have been developed in the 1990s in response to the need for seismic rehabilitation. This alternative approach also finds its application to seismic design of tall building, which according to building codes might have been prohibited due to height and other limitations. These first-generation procedures use discrete performance levels, and the seismic risks are still evaluated in an implicit manner. The next-generation performance-based design procedures are been developed such that the outcome can be better related to the decision-making needs of stakeholders.
