[疑似]請問有關HSP的nomination letter

我今天收到Amsterdam大學（UvA）給我的HSP獎學金提名信

裡面寫到：The student has been unconditionally admitted to the institution

請問這是錄取的意思嗎？還是他們會寫給每個獎學金機構以助於申請？
