大意是說，英國有人發現某地的人孔蓋爆多，經過查訪，得到以下對話

Effectively this means the roads are bendy to ensure traffic is
unable to go too fast. The idea is that speed is designed out
rather than enforced out.

這麼多人孔蓋是設計讓人不能開/騎太快的

She said the manholes were a hazard to motorcyclists "only if
they're going too fast". When challenged on the point, she said:
"I'm not a motorcyclist. Sorry."
