在英文中，
有一句片語"leave someone cold"
It means that sth does not excite or interest you at all.
Therefore, in verbal English,
I think it's possible for English speakers to describe sth or sb "cold" to
imply the situation.
This usage should be very popular nowadays since I have heard it several times
in Canada.
However, it's interesting that Janpanese and Korean use this usage, too.
Maybe this usage is universal now ^_^
