這種被動語態的句子，要分析文法有個方法就是還原成主動語態
所以主動語態應該是:
Consumers do not always perceive the frequency of advertisement
to indicate that...
句型是 perceive + 受詞 + 受詞補語(Ving 或 to+V)
所以 to indicate 是 perceive 的受詞補語
