的確 在許多英英字典上都寫了它們是一樣的
我手邊的macmillan phrasal verb plus也是
但有此一說~我實際在國外碰到也有發現到這個情況
fill in不需要完成全部表格; 但是fill out是要填完它
譬如說:pls fill in the blank on the left side.
pls fill out the application form and let let me know upon finishing.
Out 本身有completely的表意在
