Here is a straightforward sentence:
"The accountant NEED TO base his plan on realistic numbers."
One may rewrite it as:
"The accountant NEED realistic numbers TO base his plan on ."
But to end a sentence with a preposition is sometimes considered substandard,
so we follow what iwwe has suggested and put that "on" in front of "which."
