When Ving...., S V....
這一個用法還滿正常的
ex. When walking on the street, he was bitten by a dog.
這個寫法的意思就是
When he walked on the street, he was bitten by a dog.
只是因為when子句的he跟主要子句裡面的he重複
所以可以把when裡面的he給省掉 walked改walking
所以「修飾語沒有動詞」是很正常的
他可能是被簡化掉了
以Ving的方式呈現
如上面這個case
但是你的問題
When disposing of expired credit cards, it is wise to cut them in half.
還原成原來的樣子
會變成When it is disposing of expired credit cards
這樣就會很怪
因為主要子句裡面的it is是一個虛主詞帶頭的句子
這邊的虛主詞it是無法執行前方的dispose的
這才是這個句子最有毛病的地方
另外一個句子
The company's standing in the telecommunications industry was forged
____ years of putting the custom's needs first
這邊的話句型架構就跟上面的case完全不一樣
如果把一些多餘的修飾語拿掉 句子的主要意義大概都會還存在
則上面這句話會變成
The company's standing was forged ___ years.
其中
in the telecommunications industry 是修飾"standing"(地位)
of putting the custom's needs first 是修飾years
因此 [years of putting the custom's needs first] 可視為一個長的名詞片語
此時
如果空格裡面填when
The company's standing was forged when years.
看了就會很奇怪
因為when應該後面是要接一個句子 如果是一個year帶頭的名詞片語 就會沒頭沒尾的
所以你手上的解答本才會把when這個選項給刪掉
