attempting是動名詞 基本上還是要有某個人來執行動作會比較合理
因此在這邊如果用(D) 會遇到兩個問題
(1) despite + N, 如果有適當的名詞attempts可以選當然是選名詞
(2) 就算前方把despite改成像是although/while等從屬子句的方式
後方的主要子句的架構是
negotiations (between xxxx) remain at a standstill
主詞位置上是negotiaton 因此會沒有attempting的執行者(company/union)
