目前正著手進行在做朗文第四版的題目，有以下三個問題不懂，煩請版友不吝解惑。

   題目：

   疑問：為什麼答案是C ??

(2)頁數：p.132 第三題

   題目：  Our department did not reach its monthly quota ________ we worked a

           lot of overtime and hired two temporary workers.


        (A)because of

        (B)even though

        (C)despite

        (D)but

疑問: 正確解答為B
      為什麼不能選C呢? even though 和 despite 不是都是"儘管""即使"的意思嗎??
