Eric, I would say that it's open for interpretation.
The NHC site states that a Cat 5 is > 155 mph "> 135 knots".
This Saffir-Simpson paper states the same threshold.

According to the NHC site:
Category Four Hurricane: Winds 131-155 mph (114-135 kt or 210-249 km/hr).
Category Five Hurricane: Winds greater than 155 mph (135 kt or 249 km/hr).
The problem is in the conversion (knots * 1.15) = 155.36 mph.
This is obviously greater than 155.0 mph but equal if you round so can be
interpreted differently as in Unisys and typhoon2007 sites.
JTWC doesn't use the Saffir-Simpson categories to classify NWPAC
tropical cyclones.

以上的內容有幾個重點
1.關於135kts究竟是CAT4還是CAT5是可以自由定義的,並沒有一定的說法.
2.依照NHC,CAT5是>155mph的颱風,但是問題就出在這了,155mph轉換成
knots的時候約是134.78kts(我反過來算),那麼很明顯地135kts>134.78kts,所以135kts
應該是CAT5,但是如果將134.78kts四捨五入就變成了135kts(兩者只差0.22kts左右)
那麼此時就不是大於而是等於了,有些網站會自動進位,那麼就顯示為CAT4,如果不
進位,那就是CAT5.事實上135kts正好就在CAT4和CAT5的交界處,CAT4的最上限,CAT5
的最底限,因此到底是CAT4還是5就看個人以哪種方式分類.
3.JTWC並不使用Saffair-Simpson的分級(CAT1.2.3...)來對西太的颱風作評價.
所以囉,135kts要說是CAT4或CAT5都可以,總之它介於CAT4及5之間,看每個人的定義方式
有所不同.
而JTWC並沒有採用此分級法(CAT1.2.3...),因此沒有"以JTWC為準"這樣的說法...
抱歉...我之前說錯了...沒有一定是CAT4...
以上是本人對JTWC的回覆做的解讀,如有錯誤敬請指教^^...
