it's for high-schooler. I only heard about this matter refers to
the qualification of UT Austin.
Top 10% law means that if you are in the top 10% of your class
(the whole senior high-schoolers, not just "your class"), you
can enter UT Austin (best Univ in Texas) for sure.
A year or two ago I read the law was gonna changed, so not sure about
the current situation.
