這題應該是翻課本吧，我記得課本有把每個位元的定義寫出來XD

Using RS232, 1 character need 9 bit to present.
We have 10000 characters to send. So there are 10000x9 = 90000 changes.
90000(changes)/ 9600(baud) = 9.375(second).
