請問一下喔  司法怠惰
除了弱弱的說judicial process is extremely slow之外
有沒有甚麼強烈的譴責 "司法怠惰" 的說法呢

還有法官檢察官失職
是irresponsible judges & prosecutors嗎？

有沒有更精確的字可以形容失職?

向監察院陳情的陳情書又該怎麼說?
監察院是control yuan 陳情書是petition就OK了嗎?
