基本硬體需求:
450MHz的intel P3或AMD K7/Athlon以上等級CPU
96MB的系統記憶體
四倍速CD-ROM或DVD-ROM
700MB硬碟空間
16MB視訊記憶體的顯示卡(需安裝DirectX 8.1相容之驅動程式)
DirectX 8.1相容之音效卡
鍵盤以及滑鼠

建議配備:
700MHz的intel P3或AMD K7/Athlon以上等級CPU
128MB的系統記憶體
八倍速CD-ROM或DVD-ROM
700MB硬碟空間
32MB視訊記憶體且硬體相容於DirectX 8.1之顯示卡
DirectX 8.1相容之音效卡且具有環繞音效
Gamepad (手把,USB介面或是Gameport都可以)
鍵盤以及滑鼠

其實就上面所列的,GTA3 PC版其實硬體需求不算高,
您也差不多都符合,接下來可以看看驅動程式以及VIA 4 in 1是否安裝無誤!?
還有,如果是使用主機板內建音效的話,請記得設成software buffer
