第四章 結論
車臣戰爭最後以雙方的停戰與和解做結束。從軍事角度來看，俄軍沒有勝，車臣沒有敗
；雙方只能結束戰爭求一個和平。在政治面上，車臣得到一個實質上的獨立，並沒有得到完
全的獨立；俄羅斯沒有掌控車臣，但它保有了表面上的擁有車臣，以及俄羅斯聯邦的完整。
在經濟與社會層面上，車臣得到一個民窮財盡的車臣，並在下一代心中埋下了「未來再與俄
羅斯決勝負」的種子；俄羅斯也因此必須接受它對車臣動武所帶來的人心離異、社會與政治
不穩定，可能再度出現獨裁的場面。總之這一次戰爭的結束只能算是戰爭的結束，在其他層
面上都只能算是中斷，不算結束；Only a Stop，But not a End。
