[問題] F1 student trying to get a nondriver's licence ID

Hi (sorry can't key in chinese, but I can read),
   I am a F1 student here and I want to get a non-driver's licence ID
in Maryland. I wonder what kind of proof I need to get one. Please be
as thorough as possible since I am not so familiar with the regulations here.
