ASCII跟16進位沒有關係吧?.?
那只是編碼table而已。
基礎ASCII是規範char 在 0~128 對應的字元，
你要查的應該是怎麼建立char，跟十六進位倒是沒甚麼關係。
底下以 ASCII 13 (new line = \n )為例
舉例來講

alert("hi"+String.fromCharCode(13)+"hello");
String.fromCharCode(13) // "\n"

以jsp (java語系) 而言
char a = 13; // \n
System.out.println("hi"+a+"hello");
