Should be some software confliction. Try to compare the running tasks
between normal mode and safe mode, and make a list for the tasks are not
loaded in safe mode. And then test the "new" function after you kill one
task on the list under normal mode. You probably will find which task
affect your system. Then find and delete it from the system preload list.
