這看起來像是環境配置的問題。
你確定你有放在Root嗎？
如果不是放在root，
你確定你的資料夾有放在正確對應的根目錄下嗎？
檢查一下
%Tomcat_Home%\conf\server.xml的engine、host tag吧。 :P
如果看不懂的話，再去找些入門JSP環境配置的討論串看看。
