[問題] 請問這樣算是正式錄取嗎?

本身申請的這間學校並沒有提供線上讓人查status的地方，

系上網站也說明一切都是由系秘寄email通知，

前天凌晨成現有封屬名對方系秘的email躺在信箱中，大致如下

Dear Student:
I am pleased to inform you that I have recommended your admission to the
Graduate Program in the XXX Department for the fall 2012 semester to our
Dean of Graduate Studies. You should receive formal admission from the
Dean in a few weeks. This recommendation is based primarily upon your
outstanding record and letters of recommendation. If you decide not to attend
(withdraw application) or, to postpone to another semester, please let me know
your decision via email by July 31st.

Our many and varied exciting research projects, combined with our graduate
courses, colloquia and seminars, make XXX University an exciting place in
which to pursue advanced study and learning. University Circle provides a

這封信是說明系上已經同意要發給我AD，

但一切都是要等Graduate Studies開出正式AD才算數? 還是已代表錄取了不會有變卦?

這間學校要求TOEFL是90分，我剛好91應該算是跨過門檻XD

因為原本這間學校是說結果大概會在四月初才會出來，

現在這麼早拿到通知有點高興的驚訝
