[問題] 錄取信狀態

各位前輩好
目前收到一間學校的申請回覆信件
我不是很確定還有沒有翻盤的機會，想跟大家請教一下

以下為email內容

The Petroleum Engineering Department  has reviewed your application and told
me you were unlikely to be admitted – they are short of faculty in that
department for advisors.  Because of your background in civil engineering, we
did a brief review of your application in the civil department.   I concluded
your application is marginal and we could not provide any funding or support,
however you might be conditionally admitted.  If you are interested in
working on an MS in civil and have funding to support yourself, let me know
by email and I will forward your application to the faculty for a detailed
review.

看起來是說他不打算收我，問我要不要換去土木它可以幫我把資料轉過去審核這樣

可是中間有一句話
 I concluded your application is marginal and we could not provide any
funding or support, however you might be conditionally admitted.

因為當初我在申請的時候，有勾說我想要申請獎學金，但是如果沒有獎學金我當然
還是會去讀，那他這句話的意思，我是不是可以回他說我願意自己出錢
在看他們是不是願意收我這樣

這樣是可以的嗎?還是說這封信就已經確定是拒絕了?
