        You're confusing copy-editing/proofreading with translation.
        They are two different things...

        I do copy-editing and review articles for Canadian academic journals.
        Copy-editing is NOT an easy job. Just as there are translators
        who can't translate, there are people who simply can't write.

        The amount of time for copy-editing/proofreading an article very
        often depends on how well/clearly written the orginal manuscript is,
        rather than the competency of the editor.
        It's much easier to reject the article and tell the author to
        re-write.

It's fine if you prefer an alternative method of evaluation to
evaluate the applicant-translator(s) who reply your ad,
but before you make any judgement you really need to know a thing or two
about translation as a profession.
