伊拉克看來採取的是美式選舉機制。在美國，合乎資格的選民要先登記才能在選舉中投
票。要是好久沒投票或搬家的話也要在選區重新登記。這鼓勵登記的過程就叫做
voter drive 或 voter's registration drive。所以 Voter Drive Lags 是「選民登記
不如預期」的意思。
