Russian Rescuers Leave For Quake-Hit Taiwan
MOSCOW, Sep 22, 1999 -- (Reuters) A Russian rescue team left for Taiwan
on Tuesday to help look for survivors buried under rubble by a powerful
earthquake thathit the island, killing more than 1,650 people. The Ilyushin-
76 plane with 73 rescue workers and nine crew was delayed by several hours
as the Emergencies Ministry struggled to settle all necessary formalities.
Moscow does not have direct diplomatic relations with Taipei. It set off for
Taiwan just after 6 p.m. (1400 GMT). Rescue workers from many countries
were due to help look for thousands of people believed to be trapped under
rubble. Russia's Emergencies Ministry has been stretched over recent weeks
because it has helped tackle at least five major disasters at home and abroad.
Russian rescue teams helped Turkey cope with an earthquake which killed
more than 25,000 people in August . The Emergencies Ministry has also
carried out rescue work on the sites of devastating bomb attacks which
destroyed several apartment blocks across Russia and killed up to 300 people
over the last fortnight.

基本上來說，這次政府當局的應變能力 我想李登輝應變力還不錯..
至少從一些的表現來看.......
我想他是一個不只是懂政治的人而已...我會覺得他比較能親近人民...
不像連戰坐在中興新村(?)指揮，但事實上....似乎只看到
一個會說話的官員..少了謀略的官員..(茶茶的....)
只是下命令，沒有具體計畫..下面的人怎麼敢做..
甚至，我再質疑..國民黨就是沒有給下面的人足夠的權限,
大家都不趕擔起責任，這似乎就是政府體系出了問題......
看了幾天的政府應變政策..覺得..唉唉....很無奈...................
