[國中] without spending或without costing?

想請各位解惑，這題我覺得選項都很怪。

國三南一版題庫成卷裡的文法選擇
(  ) The cellphone could be fixed without _____ too much.
     (A) spent   (B)taking   (C) spending    (D) taken
解答為C

介係詞之後接V-ing

可是這一題主詞為cellphone
我覺得很怪...為什麼不用costing？

推 panama:樓上的意思是 用cost的話 要改成costing you?? 用take很怪
