我猜這題應該是選擇題,
否則諸如where,when...等,都可以是正確答案!
不過選that就不是那麼理想了,
原因是,

We can go hiking tomorrow.
I am not sure.
---------------------------
這兩句合併,
才會得到I am not sure that we can go hiking tomorrow.
但是,第一句是肯定直述句,確定可以去,
到第二句又變成I am not sure.
"我不確定一件肯定的事",這樣的組合是有語病的...

Can we go hiking tomorrow?
I am not sure.
---------------------------
這兩句併成I am not sure if we can go hiking tomorrow.
第一句是不確定的疑問句,
搭配第二句的I am not sure.
這樣才相對合理!
